For the Despatches of his Predecessor submitted to my board in this

Letter it appears, that considerable attention has hitherto been given to the Regulation

of Bills to remit money for the Public Service in China; and that for the purpose of removing the difficulties that had been experienced in this respect, arising

principally

from the absence of coins of defined weight and

value as a circulating medium in

China, Sir H. Pottinger, in concert with

the Commissary General of Hong Kong, had adopted the following Measures.

First - He had made Application to

the Governor General of India for the remittance to Hong Kong of Specie to the extent of ten Lacs (1,000,000) East India Company's Rupees, half of such remittance to be
